Requires provider:messages:send and an active managed user belonging to this provider. Use the managed-user UUID returned by the users API. The returned Wevlix id can be used in template components sent to /provider/users/{userId}/messages. Uploading does not send a message or bill the provider. Retained for 30 days. Limits: JPEG/PNG/WebP 5 MB; MP4/MP3 16 MB; PDF/plain text 100 MB.
